Rules and Regulations

1. Trailers will be parked in designated areas ONLY. No trailers will be parked inside the gates.
2. Competition and exhibition will be open to members of Valencia County Clubs and FFA chapters. Exhibits must represent current projects.
3. Livestock entry fee are as follows:

7. All animals must remain in the livestock area once they are checked in and remain there until released by the superintendent of that department. The livestock area is defined by the check-in gates and up to the Quonset Hut and the Volleyball Court on the north. The fences on the west, south and the exhibit building on the east.
8. All animals presented for exhibition shall be free from contagious/infectious diseases and be subject to examination during the fair. Any diseased animal will be removed from the grounds. Fair veterinarian recommendations will be followed.
9. Stall, pens and alleys must be kept clean and clear for the convenience of spectators.
10. Exhibitors must furnish all water pails and feed pans. Public tanks and boxes are unsanitary and unsafe.
11. Any animal deemed by the Livestock Committee as unsafe will not be allowed to show.
12. The Superintendent reserves the right to refuse entry of stock for competition that is not in his/her judgment in suitable show condition.
13. General Rules and Regulations govern, but Special rules of each division take precedence over all other rules except New Mexico Livestock Board Rules.
14. The following livestock exhibitors must provide proof of a (negative) Tuberculosis test within 90 days prior to the date of fair.

15. The following livestock must provide proof of a (negative) Brucellosis (bangs) test within 90 days prior to the date of the fair:

16. Junior exhibitors & representatives will be permitted on the grounds until 10:00 p.m..
17. Anyone who desires to file a complaint, see General Rules # 9 to do so.
18. National Show Ring Rules Of Ethics will be followed.
JUNIOR LIVESTOCK SPECIAL RULES
1. All general rules and regulations apply to this department.
2. The livestock committee has the authority to combine or change classes when deemed necessary.
3. All steers must have been declared, owned and managed by the exhibitor for a period of at least 150 days and all other animals for a period of at least 90 days under the supervision of the county agent or vocational agricultural instructor.
4. Any animal sifted will be allowed to go home immediately following the official declaration of disqualification. Sifted animals must be removed within 2 hours of the end of the sifting process. Any sifted animals not removed by the exhibitor during the allotted time will be charged a storage fee of $20.00 a day per animal. Exhibitors must check with the department superintendent for proper release procedures.
5. Non-sale animals will be released from 4:00 p.m. to 6:00 p.m. on Saturday, August 28, 2010. Sale animals will be released after the Junior Livestock Sale on Sunday, August 29, 2010. Please see release times on Schedule of Events. All animals must be checked out through the department superintendent.
6. All livestock in registered breeding classes must have certificates of registration in the name of the exhibitor. The certificate of registration must be checked by the superintendent of the department. Breeder’s identification will be accepted. Breeding stock may not be used for market shows. All grade animals will be identified.
7. Each exhibitor is responsible for the care of his/her own animals until the superintendent has issued release. It is the responsibility of the owner to see that sale animals are delivered to the buyer or the correct packer. If animals are not properly cared for, labor and feed changes will assessed to owner/ exhibitor (minimum daily charge of $5.00 - any market animal). Any premium or sale money won by such exhibitor will be withheld and applied toward the fee assessed. The balance will then be released to the exhibitor as normal.
8. Exhibitors will be assigned a pen or stall space by the superintendents. All animals must be kept groomed (clean and in show condition) 9:00 am to 9:00 p.m.. Stalls and pens must also be kept neat and clean. NO BEDDING IN PIG PENS OR CATTLE STALLS.
REMEMBER NO BEDDING IS ALLOWED IN PIGPENS OR CATTLE STALLS.
9. The following are unethical practices and will be dealt with as described below:
A. Doctoring, doping or injecting show animals for body “fill-in”.
B. Changing, defacing or modifying the marking show animals or the anatomical structure of an animal, which includes the removal or alteration of ear tags.
C. The external application of liniments or blistering agents which would cause an edematous condition.
D. Force filling practices for the purpose of weight gain.
E. No “Hot shots” or electrical stimulating devices.
ANY EXHIBITOR PERSON OR RESPONSIBLE PARTY FOUND GUILTY OF ANY OF THE ABOVE LISTED UNETHICAL PRACTICES, OR ANY OTHER PRACTICES DEEMED UNETHICAL BY NCRSE OR BY THE MANAGEMENT, WILL FORFEIT ALL PREMIUMS, AND ALL SALE MONEY OVER THE PACKER'S BID. IN ADDITION, THE OWNER/ EXHIBITOR OF THE ANIMAL WILL BE BARRED FROM FUTURE PARTICIPATION UNTIL SUCH TIME AS THE MANAGEMENT MAKES RE-INSTATEMENT.
10. If any animal must be tranquilized for safety or other reasons, this may be done and such animals must be removed from the fairgrounds and are not eligible for show or sale. Any medication will be given under the supervision of the livestock Superintendent and fair veterinarian.
11. All veterinarian expenses incurred shall be the sole responsibility of the exhibitor.
12. All animals entered in this department will be reviewed by the sifting Committee. Inferior animals will be eliminated and must be removed from the fairgrounds at the discretion of the Department Superintendent.
13. Livestock scales will be closed after certification. Weight limits at the scales shall be as follows:
Market Beef Steers
900 lbs. - no top weight
Market Hogs
190 lbs.- 280 lbs.
Market Lambs
85 lbs.- 150 lbs.
Southdown Lambs
70 lb. minimum
Meat Goats
40 lbs. -125 lbs.
Fryer & Meat Pen Rabbits
Not to exceed 5 lbs.
Market Meat Pen Poultry
3-5 lbs. per bird (9- 15 lbs. per pen)
Any animals weighing over or under the above stated weights will not be allowed to show. There will be no re-weighs.
14. Market steers will be divided into classes by weight not hip-height or breed. The market steers will be listed by consecutive weights. The livestock superintendent will divide the steers into two or more equal classes based on the consecutive weights.
15. Judging for Champion of Breed- Only first place animals will be considered. Judging for Reserve Champion of Breed- only second place animal in the class from which the Champion was selected, will be eligible to move up for Reserve Champion consideration.
16. Judging for Grand Champion- Only Champion of Breed animals will be considered. Judging for reserve Grand Champion- Only the reserve Champion of Breed animal, in the class from which the Grand Champion was selected, will be eligible to move up for Reserve Grand Champion consideration.
17. The market animals to be shown will be limited to 10 animals per exhibitor (no more than 3 steers or 6 sheep, hogs or meat goats FOR EXAMPLE: 3 steers and 3 sheep and 4 hogs). There is no limit on breeding or dairy animals.
18. If an exhibitor has cause to be unable to show his/her animals during the Valencia County Fair, the exhibitor must notify the Fair Board by the August 2010 regularly scheduled meeting, held at the Valencia County Fair Grounds at 7:00 p.m.. The fair board will make a determination if an alternate can be used. The alternate must meet all the requirements of the exhibitor. If an emergency situation arises after the August meeting, the exhibitor can notify the fair board and a special case ruling will be made at that time by the board.
19. All entries must be checked out and released by the respective department superintendent.
20. In order for any transferring individual from another county or state to qualify as an exhibitor of the
Valencia County Junior Livestock Show, he/she must provide proof of current membership in a 4-H
or FFA program elsewhere. Minimum animal ownership requirements must also be verified by the
previous 4-H or FFA instructor in writing. The exhibitor will not be allowed to show if he/she has
already shown or plans to show the animal in another county.
